On 28th July, the French Ministry of Ecological Transition and Territorial Cohesion created a Local Authorities’ working group as one of the contributors to the national “Energy saving plan” (Plan Sobriété Énergétique), which the government has been preparing since June 2022 as a response to the current geopolitical turmoil and a contribution to climate change mitigation strategies. Among other preliminary recommendations, the Local Authorities’ working group has discussed the limitation of indoor temperature to 26° during summer months, and to 19°C during autumn and winter months in public schools and other local public buildings. Reducing the intensity of street lighting and operating demand-response programs in public buildings have also been suggested as efficient means to decrease energy consumption. However, these actions require training local staff and in some cases the implementation of new energy management devices, and therefore their implementation will take time. An action plan will be published by the Local Authorities’ working group at the end of September 2022.
